John Cornyn comments in The Wall Street Journal on judicial confirmation battles. He argues that filibusters are unconstitutional, at least as applied to judicial confirmations. His position is easily demolished: The Constitution provides, "Each House may determine the Rules of its Proceedings..." (Article I, Section 5, Clause 2). Whatever Cornyn may think of the result, them's the rules.
